Hi,
I started raiding around level. 30 to grind some instances. It seems that my Priest and Paladin only heal a target when it is below 33% HP. Is that an issue with missing high level rank skills that are used normally?

This is probably because your healers are not in the MB_healer_priority list. If they are not in that list, they will not raid heal, only emergency heal (.33)
