VG has so much broken that it is easier to ask "what works?".
Project-Azeroth is where I would recommend starting, as you can level your entire raid, in raid, all at the same time. They all get experience. Just aoe down mobs till you hit 60.
PA also has very good mechanics for the instances and raids.
